This model describes project activities related by precedence constraints.

Typically, each activity requires one or several resources from various categories, also known as resource types.

In practice, the RCPS model is the most widely used, and the design of common commercial software programs having a wide distribution are derived from this model.

The most frequent management objective is to minimize the project duration of the schedule.

For now, we introduce the concept of the assignment duration of a resource as the time interval of its participation to the project.

So, the assignment of resources is generally made up of a continuous period.

It can include periods of inactivity not considered by traditional scheduling methods.

Therefore, the personnel management objective is to minimize these gaps, also minimizing the project cost.

The proposed method advances that, because of the interrelation of the numerous factors influencing the allocation of resources, the process of resource assignment must be associated with the process of activities scheduling to optimize the selection criteria of a project schedule based on cost.

So, we introduce the scheduling of a project based on a resource allocation management policy denoted as (personnel) resource assignment.
